Student Body Constitution

Preamble:
The mission of Andover High School Student Council is to promote communication and to demonstrate leadership through the organization of student events. Student council will represent the student body by acting as a liaison between the administration and the student body. In addition, student council will fundraise for the benefit of the community and school in order to encourage school unity
Article 1 - Membership of Student Council
- There shall be three representatives from each class elected each year for a period of one year. The president of the class shall be the fourth representative from each class and shall serve for a period of one year.
- The student body will on a yearly basis elect a Student Body President and Vice-President who will each serve for a period of one year.
- The Student Council, with the approval of the sponsor and the Principal, may choose a sophomore, junior, or senior outside of Student Council to serve as the Board of Education Liaison. Petitions may be presented by any sophomore, junior, or senior who is eligible to hold office. The B.O. E. Liaison will become a bona fide member of Student council. Eligibility requirements are as follows:

- The student must have previously been a member of Student council for one year, or have held a leadership position in a student government organization.
- If there is no eligible candidate available in which case the position will be open to any freshman, sophomore, junior, or senior.
- The student must maintain a semester average of 2.5 or above.
In addition to regular committee work B.O.E. Liaison shall:
a. Attend all regular B.O.E. meetings
b. Present a monthly report at B.O.E. meetings
c. Report to the Student Council.
- The Student Council may choose a sophomore, junior or senior from it elected membership individuals to fill each of the following positions: secretary, treasurer, and historian.
Article II – Eligibility
- Members of Student Council must meet all Kansas State High School Eligibility guidelines.
- All members must maintain a semester grade point average of 2.5 or above.
- All members must have passed at least 5 courses in the previous semester and must currently be enrolled in five courses not previously taken.
- Members must be in “good standing” with Andover High School and Andover Public Schools.
- Members must enroll in the Leadership Communications Course.
Article III – Elections
Elections for office shall be held during the springtime of each school year. Representatives will serve for the period of one school year.
Article IV - Executive Council Responsibilities
1. Student Body President
Serve as the Assembly and Event Planning Committee Chairperson
Set goals for the school year
Work with the class advisor to prepare the summer retreat and executive
council meetings.
Meet with the executive council at least once per quarter to discuss important issues.
Organize team building activities for student council that take place throughout
the school year.
Work with the secretary to make a master Calendar of all activities for the entire
school year.
Meet individually with each member of student council to establish individual goals.
Plan and conduct weekly Council meetings
Represent the student voice to the administration, faculty and parents (Super/SAT, SILT, Site Council…)
Introduce student assemblies and rallies
Develop and lead ideas on school improvement
Organize and run Student council elections
Monitor Trojan Nite work sessions closely
2. Student Body Vice-President
Become familiar with the responsibilities of the president and help when necessary
Create and tally surveys of student opinions
Plan fun activities and celebrations for Student Council
Meet regularly with committees to review their jobs
Sit in on all committee meetings at least once.
Do evaluations of the success of each event
Set goals with the president and the other members of the executive committee.
Organize off campus work shops
Prepare materials for each person at the beginning of the school year.
Pick up the slack
3. Class President (Freshman, Sophomore, Junior, Senior)
Participate in the summer retreat and executive council
Hold a weekly meeting with class members to discuss issues of importance.
Plan and conduct whole class meetings at least once per quarter
Plan Trojan Nite work schedules
Coordinate Trojan Nite Activities with classmates and their parents.
Organize and run class fundraising
Monitor and pay class expenses.
Participate in Trojan Nite
4. Secretary
Serve as the Class of the Year/Renaissance Committee Chairperson
Work with the president to organize, duplicate and distribute weekly meeting agendas
Publish and distribute minutes from each weekly meeting
Read minutes aloud at the beginning of each council meeting.
Design a master calendar to help coordinate activities throughout the school year.
Schedule an open forum once per semester for concerns from the public.
Provide copies of weekly minutes to the school administration.
Create a phone tree of all council members for emergencies.
Coordinate all Correspondence
Set-up mail boxes for all members of student council

5. Treasurer
Serve at the “Done in a Day or a Week” Committee Chairperson
Prepare all paperwork for payment by the AHS Office
Meet weekly with the AHS business manager to track income and expenses.
Prepare a weekly listing of all financial activity.
Work with individual classes to develop budgets for the year
Keep track of receipts for Trojan Nite and Deck the Walls, as well as those for any other
school activities.
Deposit monies made from school activities and fundraisers
Report to the council on class and organization profits.
Complete Fundraising Permission forms
6. Historian
Serve as the chairperson of the How to Stu-Co committee.
Create all Student Council forms and keep all forms updated.
Create and keep a student council web page updated
7. Board of Education Liaison
Serve as the Publicity Committee Chairperson
Create a monthly presentation to the Board of Education.
Serve as a member of the Superintendents student advisory team.
Article V –Meetings
All meetings will follow parliamentary procedure and will be held on Tuesday of each week.
Article VI -Voting Procedures and Rules
- representatives shall have one vote.
- All motions require a second; all motions require (for passage) a majority vote of the Council members.
- Roberts Rules of Order, Revised Edition shall be the authority on any questions of parliamentary procedure.
- Any and all actions of the Student Council are not official until approved by the Principal.

Article VIII –Quorum, Conduct, Attendance and Grades
- Student Council has the power to remove by 2/3 majority vote any member from the membership because of misconduct.
- Student Council has the power to remove by 2/3 majority vote any member for possession and/or use of illegal drugs or alcohol.
- If any student in the Student council misses more than three Student Council sponsored activities for unexcused reasons he/she will be dropped from council membership, removed from the class and receive a failing grade.

- The Student Council may determine whether an absence for a meeting or activity is excused or unexcused.
- Three unexcused tardies makes one unexcused absence.
4. A grading scale will be created by the class advisor.
Article IX – Amendments
The constitutionmay be amended by a 2/3 vote of the Student Council Representatives.
Article X - Lettering
- In order to letter in Student Council each member must attend at least 30 minutes of each of the following activities:

- Boys Soccer
- Girls Soccer
- Softball
- Baseball
- Wrestling
- Girls Basketball
- Music or Band Concert
- Evening Drama Event
- B.O.E meeting each semester
- Track
- Cross Country, Tennis, Golf or Swimming
- In addition members are expected to attend all Student Council sponsored activities in their entirety.
